Rules - General /Operating Guidelines


Age groups

Livermore Smoke Players will be assigned to divisions according to age as follows:

T-ball Division Ages 5 and 6
8 & Under Division Ages 7 and 8
10 & Under Division - Ages 9 and 10 and 5th graders
Middle School Division - Any girls in grade levels 6th, 7th, and 8th
Senior Division - Any girls in grade levels 9th, 10th, 11th, and 12th

Age groups are determined by the birth date of a player according to her age as of January 1st of the current year.  EXCEPTIONS: All exceptions must be approved by the AGC and the executive board.


Team Organization
Teams are to be organized within a division in such a way as to provide the best possible balance and equal opportunity for each girl and each team. Team building is not allowed.

T-ball and 8 & Under Division - Players will be place on teams based upon age, experience, geographical area and player requests.

10 and Under Division and Middle School Division - Teams are formed based on a blind draft method. Each player will be rated for her skills. These ratings are to be used to seed a number of draft rounds. Teams then select players at random by round.

Every Player selected for a team must be an active part of that team from the time she is assigned. A player must play two-thirds of the scheduled games to be eligible for All Stars.

If a player has to be replaced on a team in the first ¼ of the season the age group coordinator will assign players from the waiting list.

Each team in Livermore Smoke shall have one manager, at least one coach, and one team parent “one of which must be a female at least 18 years of age. A female at least 18 years of age must be present at all of the teams’ games and practices.

Conduct
1. The Livermore Smoke President has the authority to remove or reprimand league personnel including board members, parents, spectators, and players whose conduct is deemed detrimental to the best interest of Livermore Smoke. Any person reprimanded has the right of appeal and review before a quorum of the board within seven days.
2. No one, other than Livermore Smoke players, coaches, managers, or umpires is allowed on the playing field during games. Players and subs should remain in the dugout area unless playing defense on the field. No player should leave the dugout without permission from the coach or manager. Only managers, coaches, players, scorekeepers, and team parent are allowed in the dugout.
3. Any player who throws their bat, mitt, or helmet in anger or disgust when batting will be automatically out, the ball is dead, no runners advance. The second occurrence in the same game will cause all of the above plus the player's ejection from the game. If the umpire feels the first time is flagrant, they may eject the player immediately, without warning.
4. No offensive player may remove their helmet while on base or on her way to the dugout. The player will automatically be called out. The helmet cannot be removed intentionally, unless the umpire has called time out.
5. A player may be benched for a game for disciplinary action or for missing an excessive number of practices or games without good reason. She must be given a warning by the manager or AGC before being dismissed.
6. Positive cheering is encouraged. Negative cheering will not be tolerated.
7. The manager is responsible for the conduct of themselves, their coaches, players, and players' parents and the spectators.

Safety
1. All catchers must wear the appropriate safety equipment (helmet, mask, chest protector, shin guards) anytime she catches a pitch.
2. Conditioning - Managers and coaches should provide a thorough program for physical conditioning, including calisthenics, and running as part of each workout. This reduces accidents and injuries and contributes to safety.
3. Conduct - Managers and coaches should maintain the kind of discipline that will minimize horseplay and reduce the kind of accidents that result from undisciplined conduct.
4. Fields - Before each practice and game, the fields should be checked for holes, wet spots, glass, or other debris that could contribute to an accident. Make sure the bases are securely fastened.
5. No dogs are allowed at any of the school district fields. This will be strictly enforced this season.

Clean Up
1. Each team is responsible for cleaning up their own dug out and foul lines. A survey will be conducted after the day's games have been concluded. Unsatisfactory clean up will result in a forfeit of that team's next game.
2. The Home team is responsible for making sure the bases and pitching rubber is installed properly, and if the last game of the day, put them in the dugout box and make sure it is locked.
3. The visiting team is responsible for making sure all trash, not only in their dugout area but also the field and behind the backstop is picked up. If the trash can is more than half full or if the last game of the day, take the trash bag to the dumpster and replace the bag. Empty trash bags are available in the snack shack.

Snack Shack -
updated (3/21/08)
1. The snack shack at Joe Mitchell will be staffed by parent volunteers. This is determined by the teams that play on Joe Michell, Field # 1. A parent volunteer will be required, from each team, to man the snack shack. If a parent on a team from Field # 1 doesn't volunteer then that team will forfeit their game. This applies for 10U and Middle School. For 8U, their game will be cancelled within a two week period with written communication as notification. Having the snack shack is a privilege and in order to have it open we need the cooperation from all parents. Managers, please inform your parents that if they are scheduled to play a game on Field # 1 a parent from the home team AND a parent from the visiting team will be required to work in the snack shack and are arrive 30 minutes PRIOR to game time. If it is the last game of the day there will be instructions on clean-up and closing.
2. The snack shack at Robertson Park will also be staffed by parent volunteers. Again the teams playing on Field # 1 will be responsible for sending one parent each into the snack shack. Robertson Park is usually occupied by 10U, Middle School, and the Senior divisions. For the 2008 Season, there is no league volunteer for this position, so the snack bar will be closed.

Parking
Many of our members know that there is a parking issue at Joe Mitchell. Every year we receive complaints from the neighbors living on El Dorado and Waggoner about our parents parking on their street. We are currently working with the school to get permission to park on the blacktop on the west side of the school. If this is approved this should take care of the parking problem. Please remember to try and not park on the adjacent streets.
